CSO’s Frowns At Telegram’s Stance on Child Protection

Telegram, the popular messaging app, has come under scrutiny for its refusal to join international child protection schemes. Despite repeated requests from organizations like the National Center for Missing and Exploited Children (NCMEC) and the Internet Watch Foundation (IWF), Telegram has not signed up for programs aimed at detecting and removing child abuse material online.

The app, founded by Pavel Durov, who is currently detained in France, has over 950 million registered users. Durov faces allegations related to the platform’s lack of moderation, including issues of drug trafficking, child sexual content, and fraud. Telegram maintains that its moderation practices are within industry standards and continuously improving, but critics argue that the platform’s policies fall short of effectively combating child exploitation.

Unlike other major social networks such as Facebook, Google, and Twitter, Telegram has not joined NCMEC’s CyberTipline, which includes over 1,600 internet companies. This program helps in identifying and removing child sexual abuse material (CSAM). Telegram’s non-participation means it cannot proactively find, remove, or block confirmed CSAM, relying instead on slower, reactive measures.

The IWF, a UK-based organization, has also attempted to engage with Telegram, but the app has not taken up their services to block and disrupt the sharing of child sexual abuse imagery. This lack of cooperation has raised concerns among child protection advocates who emphasize the importance of proactive measures in safeguarding children online.

Telegram’s stance has led to significant criticism, especially in light of the recent arrest of its CEO. Advocacy groups argue that the platform’s policies create a haven for illegal activities, including child exploitation. The French authorities’ actions against Durov are seen as a step towards addressing these issues, but much remains to be done to ensure the safety of children on digital platforms.
